8 November 2006 - Vetting & Barring Scheme

The Safeguarding Vulnerable Groups Bill received Royal Assent.  This Scheme, that is due for implementation in Autumn 2008, will improve on the current arrangements for Vetting & Barring.  A new Independent Barring Board (IBB) will be introduced.  For the first time, people in support work in General Health and Further Education settings will fall under the Scheme, and an employer will be able to check whether an employee "is subject to monitoring".  The new Vetting & Barring Scheme will replace the exisiting List 99, POCA and POVA.

6 April 2006 - Registration Cancellation Programme

Following the introduction of legislation, the Registration Cancellation Programme commenced.  This programme cancels an Organisation's right to submit applications direct to the CRB where they process less than 100 applications per annum.

Phase 1: Jan - Mar 2007 - 30 or less

Phase 2: Apr - Jun 2007 - 50 or less

Phase 3: July - Oct 2007 - 73 or less

Phase 4: Nov - Feb 2008 - 99 or less

HARWIN Associates, are in a position to provide the Disclosure Service to these organisations in an efficient and seamless transfer.

 2 February 2005 - Registered Body Network

The Home Office announced a proposal to introduce measures to reduce the number of organisations currently registered with the CRB, through the setting of an annual threshold for the submission of Disclosure applications by Registered Bodies.

5 January 2005 - CRB Identity Authentication Pilot

Following the findings of the inquiry led by Sir Michael Bichard, the CRB are embarking on a pilot to explore and investigate the benefits and costs of facilitating the provision of an on-line identity authentication service to authenticate the identity of Disclosure applicants. 

On 5 January 2005, HARWIN Associates were selected as one of 15 Registered Bodies to participate in this pilot.

26 July 2004 - Launch of the Protection of Vulnerable Adults (POVA) Scheme

From the 26 July 2004, there is a statutory requirement on Care Providers to check if newly appointed care workers are included on the POVA list. 

- In care homes this means individuals who have regular contact with vulnerable adults. 

- For domicillary care agencies, this means an individual who provides personal care to vulnerable adults living in their own homes. 

HARWIN Associates provide a POVA check as a routine process with the Disclosure application. 

POVAFirst is a new service to ensure that providers of care are able to recruit staff immediately to meet statutory requirements. 

A written request must be submitted with the application for a POVAFirst.
